Why does old steel pipe freeze sooner than newer pipe?

Mineral scale narrows the inside of the pipe over the years, so there is less water moving through a smaller channel with more surface contact. Less flow means it chills faster. That is why a house with weak pressure and a house that freezes are often the same house.
